Purpose:  The purpose of this Instruction Memorandum (IM) is to provide temporary guidance for issuing the Congressionally established “America the Beautiful” Volunteer Pass to Arizona Bureau of Land Management (BLM) volunteers in 2007.   

 

Policy/Action:  State and Field Offices will notify current and future volunteers about the opportunity to earn the pass through available communication methods (websites, recruitment materials, orientation, training, etc...).

 

The attached BLM Arizona process for safeguarding, validating, recording, and distributing “America the Beautiful” volunteer passes will be used by State and Field Offices as temporary guidance.

 

Timeframe:  Effectively immediately.

 

Background:  In December 2004, Congress passed the Federal Lands Recreation Enhancement Act (REA), Public Law 108-447, which established a new interagency pass program to replace the Golden Eagle, Golden Age, and Golden Access Passports, and the National Parks Pass with a new “America the Beautiful – the National Parks and Federal Recreational Lands Pass.”  As part of the program, the REA also authorized the Secretaries of the Departments of Agriculture and Interior to issue interagency volunteer passes.

 

Guidance related to other passes authorized under PL 108-447 will be provided via a separate IM on the BLM Recreation Program.
