Purpose: The purpose of this Instruction Memorandum (IM) is to transmit the Ground Transportation Linear Features Data (GTLF) Standard Data Report, GTLF Domains, and GTLF Implementation Guidelines.

Policy/Action: The data standard for GTLF on Bureau of Land Management (BLM)-managed public lands is found in Attachments1 and 2 of this IM.  Attachment 3 contains information on the current implementation of this data standard.  All offices must use this standard when collecting and maintaining GTLF.

Timeframe:  The GTLF Data Standard is effective immediately and shall be used for all new ground transportation linear feature data.  The GTLF data predating this IM shall be migrated into the new geodatabase within the 2015 calendar year.  However, older route inventories or other GTLF related data may not have sufficient information necessary for successful data migration.  To assure efficient use of personnel resources, first coordinate with the National Operations Center (NOC) to review condition and suitability of any existing GTLF data to complete this task.

When complete, provide a copy of the data-set to the NOC for inclusion in the national data-set.  The NOC will work with each state to establish replication for inclusion in the national dataset.  Updates to the data-set will be provided by each state as directed in the Data Standard Report.

Budget Impact:  The cost of collecting and migrating existing data to the new data standard shall be, to the extent possible, done with existing base funding from any program which may benefit from the availability of this data.  In cases where funding needs exceed the availability of base funding, project proposals should be developed by, or in coordination with, state office Travel and Transportation Management (TTM) leads and Data Administrators.  The Washington Office (WO) TTM lead will coordinate with other WO program leads and state office TTM leads to distribute funds in the event one-time funding becomes available for these projects.

Background:  Development of national corporate data standards and databases has been recognized by the Director and the Executive Leadership Team as being a critical component to facilitate bureau-wide comprehensive data management and increased efficiency in dealing with information at all levels of the BLM.  To support the development of the BLM corporate data standard for GTLF, a team of subject matter experts with representatives from field offices, state offices, WO, and the NOC collaborated to identify the BLM’s requirements for GTLF.  These requirements in the form of a corporate data standard are now being presented to all field offices and must be used to collect, manage and maintain GTLF data.  Supporting the BLM’s GTLF Data Standard and database will result in fewer data calls and less overall effort by state and local personnel to use the BLM’s information.  Development of a national corporate GTLF Data Standard and GTLF database will also facilitate timely sharing of our information with partners/public and produce significant long-term savings for BLM.
