Subject:           Implementation of Secretarial Order 3373: Evaluating Public Access in Bureau of Land Management Public Land Disposals and Exchanges

The purpose of this Information Bulletin (IB) is to ensure that Secretarial Order 3373, Evaluating Public Access in Bureau of Land Management (BLM) Public Land Disposals and Exchanges, is implemented in a uniform fashion across the BLM in land use planning decisions related to land tenure action for disposals, exchanges, and acquisitions.

The memorandum, which accompanies land tenure decisions (i.e. disposal, exchange, or acquisition of a tract of land), shall incorporate this discussion in accordance with the attached template to ensure consistency throughout all state offices and for ease of reference. This memorandum shall include a dedicated subsection discussing the following:

  1. Existing recreational access that is utilized by the public or provided by road, trail, water, easement, or rights-of-way, or overland travel from contiguous federal or state managed lands, or the tract of public land being considered for disposal or exchange;
  2. The anticipated impacts (beneficial or adverse) from the public land disposal or exchange on recreational access to adjacent tracts of publically accessible lands, including lands managed by other federal, state, and county agencies;
  3. Potential increased public recreational access to existing public lands resulting from the lands acquired through exchange; and
  4. State Office specific analyses assessing total acres disposed and exchanged beginning in 2017 compared to its total BLM-managed surface estate.

In addition, the incorporation of relevant documentation and analysis, including available National Environmental Policy Act analysis, may be cited within the subsection, where applicable.
