Subject:  The Bureau of Land Management (BLM) Wyoming’s 2017 Youth, Volunteers & BLM Employees “Superstar” Awards  Recognition Program

Program Area: Youth, Volunteers and BLM Employees.

Purpose: The BLM Wyoming State Director is seeking nomination(s) of outstanding youth, volunteers, and BLM employees for consideration for the BLM Wyoming’s 2017 Youth, Volunteers, and BLM Employee “Superstar” Awards. This recognition is an annual event, which was initiated in 2014 and will continue until 2018.

Policy/Action: Established through Wyoming’s 5-Year Education, Interpretation, and Youth Engagement Implementation Plan (EIYIP) 2013-2018, the Superstar Awards allows for the recognition of outstanding efforts for engaging in Education, Interpretation, and Youth Engagement programs. The State Office provides recognition items for selected individuals. The State Office Volunteer Coordinator initiates the nomination process via a Wyoming Instruction Memorandum. 

It is the mission of the BLM to connect a diverse pool of youth to multiple use-based land management through environmental education, project-based work experience, and recruitment and retention programs. Volunteers serve a vital role assisting in accomplishing the BLM’s mission. A volunteer is an individual who performs hours of service for a public agency for civic, charitable or humanitarian reasons without promise, expectation or receipt of compensation for services rendered. Partnered-supported hires are considered volunteers and should be considered for recognition. This can include offices that have entered into cooperative agreements with non-profit organizations and other institutions. Additionally, the BLM Wyoming employees who have managed and/or lead successful youth programs are eligible for recognition through nomination as well.

The “Superstar” awards are divided into three categories:

Youth Award- recognition of outstanding 2017 accomplishments by individuals who helped the BLM Wyoming accomplish its Youth Program mission. (Examples: Eagle Scout projects, pathways, conservation corps).

Volunteer Award- recognition of outstanding 2017 accomplishments by volunteers for their remarkable work in support of BLM’s mission. Those who assist beyond a single service project, those who expand hours assisting BLMs multiple use mission.

BLM Employee Award- recognition for anyone who has managed youth programs and/or served as a project lead on youth projects. (Examples: State/District/Field Office Volunteer Coordinator, Hands on the Land project lead, Passage in Time project lead, Project Archaeology lead, employee who leads/participates in more than two programs annually).

Time Frame:  
Each Field Office will submit nomination packages to their District Resource Advisor(s) by 
September 22, 2017. The District’s Management Team will evaluate nomination packages and select winners for submittal to the State Office for recognition. All State Office nomination submittals, please submit packages to Noelle Glines-Bovio, State Volunteer Coordinator by September 22, 2017. The State Office Leadership Team will evaluate, and make their selections.  Winners in each of the categories are due to the State Director no later than September 29, 2017.  Please submit all selected winners from each category to Noelle Glines-Bovio, State Volunteer Coordinator. Winner’s announcements will take place no later than October 20, 2017.

Budget Impact: None.

Background: Up to three award recipients will be recognized. One Youth, Volunteer, and Employee “Superstar” Awards winners along with their BLM contacts will be notified of the selections by the State Volunteer Coordinator. Awards ceremonies will be held at the State or District levels and will be scheduled in early Fiscal Year (FY) 2018.
