Subject: New Bureau of Land Management Form 3604-1a
Program Area: Mineral Materials.
Purpose: This Instruction Memorandum (IM) announces the availability of new Bureau of Land Management (BLM) Form 3604-1a, Free Use Permit Application-Mineral Material.
Policy/Action: The BLM has issued new BLM Form 3604-1a, Free Use Permit Application-Mineral Material. This new electronically fillable form is available on-line to applicants and supersedes all previous versions of BLM Form No. 5510-1 for use for mineral materials.
The Solid Minerals form will be available to the public on-line at the BLM National Operations Center eForms Center at http://www.blm.gov/noc/st/en/business/eForms/3000-3999.html
Timeframe: Effective immediately.
Budget Impact: None.
Background: Applicants can use Form 3604.1a to apply for a free use permit for mineral materials on BLM-managed public lands pursuant to 43 C.F.R 3604.11. The new electronically fillable form will enable applicants to identify their requested mineral material needs and eligibility in a standardized format to facilitate processing by the BLM.
Manual/Handbook Sections Affected: The BLM will incorporate this interim policy into H-3600-1 Mineral Materials Disposal Handbook during the next revision.
Coordination: The Division of Solid Minerals (WO-320) coordinated development of this IM with the National Operations Center, National Support Programs Section (OC-652).
