Subject: Memorandum of Understanding between the Bureau of Land Management and Office of Valuation Services/Division of Minerals Evaluation for Technical Review of Mineral Materials Price Evaluations
The Bureau of Land Management (BLM) signed a Memorandum of Understanding (MOU) with the Department of the Interior Office of Valuation Services/Division of Mineral Evaluations (OVS/DME) in January 2017 for performance of independent technical reviews of mineral materials evaluation reports (attached). The MOU temporarily expands the number and type of technical reviews that the DME will perform for the next two years under the procedures described in Handbook H-3630-1 Mineral Materials Fair Market Value Evaluations. The purpose of these reviews is to ensure that BLM field staff understand and properly apply the new guidance on performing and documenting evaluations. As part of the Office of Inspector General Audit C-IN-BLM-0002-2012 recommendations for the mineral materials program, the BLM has committed to implementing and monitoring compliance with this guidance.
