Information Bulletin No. 2017-015
To: State Directors
From: Assistant Director, Resources and Planning
Subject: Availability of Model Compensatory Mitigation MOU
This information bulletin announces the availability of a model memorandum of understanding (MOU) for use by U.S. Department of the Interior (DOI), Bureau of Land Management (BLM) State Offices when collaborating with state governments regarding state compensatory mitigation programs for the greater sage-grouse (GRSG) or GRSG habitat.
This model provides language that makes the strongest commitment we can within our legal constraints to coordinate our project review processes with the states’ compensatory mitigation programs. While this model MOU is specific to GRSG mitigation efforts, it can also be adapted to other circumstances where state compensatory mitigation programs may assist the BLM in achieving its mission.
Please keep the Washington Office informed of your efforts as you move forward. Any questions should be directed to Deblyn Mead, National Mitigation Specialist, dmead@blm.gov or 202-912-7542. For additional information in SOL, you may contact Sarah Shattuck at 202-208-3748 or Greg Russell at 202 208-4327.
