Subject:           Availability 3809-2 Handbook – Surface Management Bond Processing
 
This Information Bulletin (IB) announces the release of the final revised handbook H-3809-2 for Surface Management Bond Processing.  The handbook contains the procedures and processes for Bureau of Land Management (BLM) employees to follow regarding bonding for surface management cases.  This handbook has been reviewed, finalized, and approved for field use. 
 
This handbook reflects bonding procedures based on the surface management regulations at 43 CFR 3809.  Policies and procedures outlined in these documents may differ from current practices.  Field officials must ensure that all BLM employees with surface management responsibilities receive this IB and implement the procedures and guidance as contained within the new handbook.
