Subject: Effective Tribal Consultation Training Class, May 18-19, 2017
The Effective Tribal Consultation training class will be held at the California State Office in Sacramento on May 18-19, 2017. The class is intended to help train managers, program leads, and tribal liaisons to better conduct government-to-government consultations with Federally Recognized Tribes (see attached class overview and draft agenda).
The class is sponsored by the National Training Center (NTC) and DOI’s Office of Collaborative Action and Dispute Resolution (CADR) and offered by the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution. Participants will learn about the legal and policy background of federal and tribal relations, and acquire skills to engage in communication, build trust, and apply the principles of interest-based negotiations and conflict resolution. Participants will be able to effectively implement government-to-government policy in accordance with the BLM’s new 1780 manual and handbook on tribal relations.
Participants are responsible for their own travel and hotel expenses. NTC will cover tuition for BLM staff. The class prerequisite is DOI Learn course 1780-04 The History of the Relationship between the US Government and American Indian Tribes (offered online, approximately one hour). The prerequisite material and training class (total 15 hours) will count toward the participant’s annual EEO/Diversity training requirement.
For questions regarding the class, contact Tony Overly, State Archaeologist, at 916-978-4684 or soverly@blm.gov. To be enrolled, contact Anna Rago, Training Coordinator, NTC, at 602-906-5545 or arago@blm.gov by March 30, 2017.
